The United States explained the reasons for the failure to create a stable security system in Afghanistan and stated that the main mistake in the training of the Afghan military was an attempt to create an army on the American model. This was announced by the Chief Inspector General of the United States, Sean O’Donnell, in his report on Operation Guardian of Freedom.
According to the report, the United States used “excessively American models” in Afghanistan that were not adapted to the specific needs of the Afghan armed forces. “As a result, the Afghan military remained dependent on the American presence,” the report says.
Thus, the Department of the U.S. Department of Defense, responsible for security assistance and advising the Afghan Ministry of Defense, in July 2021, instead of training the military, was engaged in the implementation of an automated payment system.
