The U.S. Treasury Department has authorized international humanitarian organizations and private companies to conduct financial transactions with Afghan government agencies. This is stated in the special general license issued by the department.

It notes that the permit applies to “all transactions related to Afghanistan or government agencies of Afghanistan.” At the same time, a ban on financial transactions for representatives of the Taliban movement, the Haqqani Network and related entities, as well as persons holding high positions in the Afghan establishment who are under U.S. sanctions, remains in force. Transactions for the purpose of paying taxes, fees, customs duties, purchasing or obtaining permits or paying for utilities related to certain [humanitarian] activities are excluded from this ban.
