The Republic of Korea and the United States completed joint command and staff exercises held in a reduced mode due to the coronavirus pandemic. This was announced by the South Korean Joint Chiefs of Staff Committee.
According to him, the exercises were held exclusively in the format of computer modeling without a field phase. As a result, the parties failed to work out the tasks of determining the operational capabilities of the South Korean troops, which is a prerequisite for transferring control over their own armed forces to Seoul in real combat operations. The pandemic of coronavirus infection does not allow this to be done for the second year.
According to the original plan, the successful conduct of this verification was supposed to ensure the smooth implementation by 2022 of the plan to transfer operational control over its troops to Seoul in wartime. Otherwise, the transfer may be postponed to a later date.
After the Korean War of 1950-53, South Korea transferred the right to control its troops to the United States to protect the country from the threat of invasion from the DPRK. The right to command troops in peacetime was returned to Seoul in 1994, but the right of operational control during an armed conflict remains with Washington.
